The aperture of the telescope is important as is the focal length of the objective. The objective, lens or mirror depending on the type of telescope must of course be of the proper shape. The most comon limiting factor is the carity of the sky. Telescopes in space do not have to look through the atmosphere and are not limited by the atmosphere, but they are expensive to build and difficult to maintain.
